Is there a possibility of 3rd Party Apps becoming available in the Tesla through an App Store? I imagine there are a variety of apps that could potentially be available. Thoughts?

There is a possibility of that happening. Elon mentioned it could happen but that was over a year ago and since then Tesla has said nothing on the subject. No one outside of Tesla management knows if it will happen or when.
This has been discussed multiple times on TMC. Try using the site search function. But all you will find is speculation.
