Yes, near the factory. No kisses. But the 3 is way easier to pass than a S or X.

Sadly the excitement of seeing them has worn off. There are a lot around my work.

They are issued by the DOT at Tesla's request. It's been explained to me that from a regulatory standpoint there isn't really any constraint on Tesla from requesting a huge batch far past near-term expected usage, however that's not what Tesla has been doing. Their requests have been fairly inline with usage, so assuming that going forward is reasonable.
