231V is about 4% less power then 240V at the same amperage. The difference would account for about 1mph charging.

It's also possible that your battery is either being actively cooled or heated depending on environmental factors. The car could also be charging the 12V battery system which would all place additional load an rob the main battery of juice while charging. This combined with whatever the EPA measurements are might account for the differences you are seeing.
