While I agree wholeheartedly, it was surely the lobbying efforts of GM who got the $7,500 for their Volt. (Note the requirement aligns with the Volt's projected numbers exactly. As the only current car that (over) qualifies, Tesla just benefits.

The sad thing is, the GM Volt will likely never reach production. The gov't team that is reviewing/restructuring for GM had some strong criticism of the GM Volt earlier this week. Since it will likely be a money loser, the gov't team recommended that GM needs to focus on cars that will actually make them money.

The $7,500 federal tax credit was specifically designed for the GM Volt at 16 kwh of battery capacity to get the full credit.

So it looks like for the near future, only Tesla Roadster owners will be able to qualify for it. I cannot think of any other car that gets it in full. Some of those NEVs like the Miles Electric receive a partial tax credit under the program.
