Think that like so many things from Tesla...it comes when it comes. Tesla did no public release about details on this new battery. Believe it was discovered by a regular customer that looked inside for a tag.

I think cells have been updated now. I did the following calculation on my new y from the energy page: kwh/mile = .256, estimated miles = 232, state of charge = 77% > (.256 kwh/mile * 232 miles) / .77 % = 77.4 kWh

The theory as of now is that the battery size is 82 kwh but tesla is limiting 5% to help reduce battery degradation.

Not a bad strategy. It would be similiar to solid state drives. There is about 10~20% of extra capacity on every drive that isnt directly accessible by the consumer. The onboard logic is constantly swapping the inaccessible storage in and out to equally condition the drive as a whole.

Meaning in 5 years you could actually lose 5% and not even realize it. Which makes the lifetime of the battery appear better than a competitor that maxes out available battery to push the advertised maximum range.
