This I classify as government extortion. You get to watch it form from the start.

Projected cost is ~$80/car for about 500,000 = $40,000,000.
Of course these costs are unreasonable and you probably don't understand how bureaucracy is built.
Applications filed/reviewed/fees collected, testing by approved only labs, inspections, managers (more pay for each employee added and of course office staffs, offices, phones, cars, etc... 15 million to 17 million cars per year.
