Chandler also recognized that the necessary changes are unlikely to happen if we have to count on the incumbent managers to bring growth.

This applies to Big Auto in a major way. Regardless of how young or progressive some of the auto policymakers may be, they are limited by the aggregate corporate culture. That thinking came to fruition with the EV1 destruction.
