...if swappable battery packs become the norm and are designed to be removed without having to lift the car up in the air.

Of course all of these issues are solvable. Catalytic converters can be made more secure; battery packs can be linked to alarm systems etc.

A catalytic converter is a whole lot easier to carry than a battery pack that's gonna weigh at least 500 pounds.
