Another Rick Perry Oops moment - Fossil Fuels may prevent Sexual Assault!

Funny/sad how he mentions them having to breath fumes from a fire but doesn't have any concern about them breathing toxic fumes from other fossil fuels.
The BBC article quotes Perry as follows:

Mr Perry, a known climate change sceptic, said on Thursday: "From the standpoint of sexual assault. When the lights are on, when you have light that shines, the righteousness, if you will, on those types of acts".
"So from the standpoint of how you really affect people's lives, fossil fuels is [sic] going to play a role in that", he added.

Perry is well known for his inability to use language with clarity. What he seems to be saying here is that fossil fuels produce electricty which can be used to produce illumination and then...he gets lost. Is he expressing a metaphor, is he being literal, something else?
Of course lights can be powered with sustainable energy at a lower cost than burning coal and increasingly, sometimes at a lower cost than burning natural gas. But Perry pretends that isn’t reality because he’s very good at ignoring reality when it conflicts with his ideological viewpoints.
