Any Condo owners have any tips for getting plugs installed in their garages?

I'm currently researching how to add a NEMA 14-50 to my condo. The garage is underground. I've called PG&E and they are looking into if the building/area is capable of supplying the extra power to us. The problem is what if PG&E can only support a small # of EV's but the entire condo wants EV plugs? Will PG&E upgrade the infrastructure so that all owners can one day install an EV? or do we (the condo association) have to pay for this?

Hoping someone had some experience with this. In either case, I'll post what I find out. PG&E says they'll get back to me in 48 hours.
