I've been pretty on top of TMC the last few weeks, and have not seen anything posted, so I think the answer to your last question is no.

There was a tweet from him that alluded to the end of January for 8.1 which would bring along an app update with major enhancements and a new kernel.

It was to be with the release of 8.1 (which, was supposed to be December 2016). There was little wiggle room on which year because he posted in November and said it would be forthcoming "Next Month"...

I'm a big Elon fan but basically take anything he says and multiply the predicted time frame by 2X and you'll live your life with less anxiety.
