Anybody happen to know how this works - if you ordered the car prior to the new income cap, but it is delivered after the cap took effect?

I understand it to be based on the order date.....they request a copy of your confirmed purchase order. The supporting docs needed are located in a link at the bottom of this page: Fiscal Year 2015-16 Income Limit Changes

Yes, proof of order date is required.

    "Proof of Order Date:

For applications received on or after 3/29/2016, we may also ask for proof of order date:

Proof of Order Date 1: Electronically signed/time stamped final Vehicle Configuration Sheet (Sample 2) Note: This requirement will be satisfied by submitting Option 1 from the acceptable document combinations above.

    or
Proof of Order Date 2: A copy of your first order confirmation email from Tesla (Sample 6)"
