Hehe. Just because they opened the mail doesn't mean they have processed any of the applications, cashed any checks, or mailed any stickers...

I mailed mine 1/29 so I figure oh... Maybe ill get them sometime in 2020?

Maybe they only go to the mail room to fetch mails for their department on 17 of each month. So now they are working on the mail they got on 1/17. On 2/17, they fetched the 2nd batch but they are put inside a box to wait until 1/17 box is done.

I mailed my application and payment for purple stickers on January 9th. The check still hasn't been cashed and I haven't received anything. Does anyone know if there's a way to check on the progress of an application (or to even confirm DMV received it)?

My check was finally cashed on February 27th. Hopefully not too long before I receive the stickers.

Wow the longer processing wait times for just a few days of mailing time in January must mean a lot of cars were sold at end of year, Teslas and non-Teslas qualifying for the stickers.

They sure are ugly. Used PPF from stickerknight.

New S purchased Dec 2018
Mailed CA HOV sticker application on 1/2/19
Check cashed 2/20/19
Finally received (ugly metallic purple) stickers 3/6/19*
*(registration paperwork lists application as Received 2/22", meaning they are not deemed received until they actually process the application, even if sitting there for two months)

I got rear ended today (the other driver fled - grr). There isn't much damage but I can feel small dents in the bumper. Contemplating replacing the bumper, but wondering if anyone had any luck transferring stickers on PPF to a new bumper. Waiting for new HOV stickers will be painful. I used PPF cut to size for the HOV stickers.
