AFAIK, the WCEH chargers pictured can be activated with the RFID Fob if you pay for the $19.99/mo unlimited plan, Pay With PlugShare per session, or by calling the customer service number.
These are third party chargers that have nothing to do with Tesla. Like @miimura said, for WCEH you need one of their fobs or Plugshare or call. For each third company charger (EVgo, Chargepoint, greenlots) you need one of their cards.
I'd never heard of Webasto until the above but from Webasto: Webasto History and The Company, it seems like the name's existed for a long time, since 1908?
In some cases (e.g. ChargePoint), you can start charging from their app and/or via NFC (w/their app installed). I recommend ChargePoint's RFID cards over screwing with an app.
