Are Neon Marketplace chargers slow

Spent the day in Rhode Island today and charged at both the Seekonk MA and Warwick RI Neon Marketplaces. The peak rate at Seekonk was only 115 and at Warwick 148. These are supposed to be V3 Superchargers but the rates were V2. The temperature was warm and the car at plenty of time to precondition so I would have expected a higher peak rate. Has anyone seen V3 charging rates at a Neon? Is Tesla nobbling the chargers at Neon? I can imagine that Neon would prefer that the chargers not be superfast so that people would have time to shop.

I was alone. These are supposed to be V3s so even if there were other cars it should have mattered.
Glancing at Plugshare... there are reports of 250 kW charging at Seekonk (Model 3s, in Feb) and a 200 kW (Model Y, May) more recently. I pulled 146 kW ('19 Model S), which is V3 rate. Also plenty of people reporting 70ish kW. Warwick looks similar, some high, some low.
