Then why is there all this talk about ordering with options gets you to the top of the list?
Speculation and excitement.

The options aren't set in stone yet. There's 18 months of refinement, testing, and technology development before anyone can order a car.

What you're putting money down for is an earlier line in the production queue.

Wait one and half year you will get an email inviting you to order your car if your ahead of the list of people who paid the reservation deposit. Then you will configure your car and confirm the order. If you selected a lot of options, you will get your car faster than others who confirmed orders around the same time.

Australian specs? Not sure, but I guarantee the price is approximately $70,000. There's the Australia tax after all.

The "Australia Tax" you are referring to is the Luxury Car Tax.

This starts after a car reaches a price of AU$75,375 (For all fuel efficient cars of 7L/100km or better) at which point you then pay 33 cents per dollar extra above this amount up to the total price of the car.

With the base Model 3 coming in at approx AU$50,000 + optional extras, a lot of Aussie owners will get their cars without having to pay this premium tax.
