Auto Headlights with Fog Lights

I live in an area where we often get early morning fog, Sonoma County, Ca., and therefore I am a frequent user of fog lights, both front and rear. I have observed that if I leave the headlights in an "automatic" mode, they will go to high beam even if the fog lights are on. All my other cars will inhibit the use of high beams, if fog lights are on. Clearly I can, and do, just switch the headlights to "ON" as opposed to "Automatic", and control hi/lo beams manually. Seems like it would be very easy in SW to inhibit the use of high beams if the fog lights are on, and curious why this was not done.

I must admit, I have not observed excessive glare with high beams on even in fog conditions so perhaps with todays technology, LED lights having different color temp., or windshield coatings, this is a thing of the past?
