Autopilot/autosteer breaks on city street after another car has safely crossed over

I have a early 2022 Tesla Model 3 LR. Many a times when I am driving in the left lane and see a car going opposite way taking a left turn. My car breaks suddenly even when the other car has already completed the turn after crossing 3 lane road.
Its almost like the car "sees" this crossing car few seconds late and realizes that it has to break to avoid accident. If I was driving without autopilot/autosteer, I wouldn't even slow down because there is plenty of distance for the other car to safely make the turn.
It has happened so many times that autopilot/autosteer is of little use to me. Is this normal behavior?
