Cell level? Not that I'm aware of.

However, TeslaFi.com does a good job of reporting a lot of battery related statistics such as:
Number of times you charged at a particular location
Total kWh added at each location
Charging efficiency at each location (kWh added to batttery / kWh pulled from the EVSE)
What time it was when you started charging for each charge
What time it was when you stopped charging for each charge
Average and Max voltages supplied by EVSE for each charge
Average and Max Amps supplied by EVSE for each charge
The limit you set for the state of charge to stop at for each charge (in percentage of full charge)
The vehicle interior temperature while charging
The vehicle exterior temperature while charging
The charging rate while charging (in miles added per hour of charging)
Rated miles added for each charge
Odometer reading at the time of charging
The number of rated miles remaining when charging began
The number of rated miles remaining when charging ended
The number of rated miles used on each drive
The number of actual miles driven on each drive
The average efficiency of each drive (in both watt hours and % of rated efficiency)
Amount of battery used on each drive ( in both kWh AND percent of battery)
A battery degradation report indicating Starting Rated Range, High Rated Range, Current Rated Range, Low Rated Range, Range Loss, and Percent Loss over the time that TeslaFi has been collecting data from you.
Number of times that you've charged the vehicle up to each percentage of full charge.

This is just the battery related information available. They have a lot of additional information about your vehicle and drives.
