I had similar damage from a rear end and had the rear bumper cover replaced at my non-body shop Tesla SC. The cost was $1060 and took about an hour, your labor rate may vary a bit. They had a rack of pre-painted bumper covers ready to install.
Seems like the standard complaints with Tesla in general. Unresponsive representatives and lack of communication.
BTW for those in the East Bay, I would highly recommend Brooks Motor Cars (any location) and RJ's Paint Shop in Pleasanton. I don't think they're certified for Tesla, but they do impeccable work on Tesla and every other high end car. And you won't find a nicer body shop owner than RJ.
