Did they take the rebate off before or after the taxes ?

It comes off after the taxes - it's treated as a credit, like the deposit.

It's taken off at time of delivery. It will already be reflected in your final MVPA that you receive shortly before the delivery date, so you'll know the exact amount to bring with you.
