Best Bug 'n' Tar options: Citrol, Mckees, Tarminator, etc?

For bug splatter I would first try an ammonia based cleaner such as Windex. Spray, let soak briefly and wipe. Works for bird droppings too. For true road tar I use Turtle Wax Bug & Tar Remover. Shake well and apply a small amount to a clean cloth. Gently rub the cloth with the remover in a circular motion over a small area and the tar will dissolve leaving a clean surface. Let dry, then wipe with a damp cloth to remove any dried residue. Apply wax to the cleaned area if desired.
 
I'd vote for applying a ceramic coating to your paint to prevent the bugs from sticking in the first place. I get a fair amount of dead bugs on my front bumper during summer months, and they wash right off. DIY ceramic coating applied was Avalon King product.
