CA carpool sticker -- Best to order in November for 2021?

Here’s the actual paper instructions they just sent with the new stickers.

I placed the HOV stickers on these precut PPF from Amazon then on the car.

Mailed mine out 1/5, cashed it 4/14. Waiting on it to come in!

Came in on 4/23. I honestly don't hate the placements as much as I thought. Followed the instructions that came with the stickers and used pre-cut 3M PPF.

Mailed mine early Jan (not sure of the exact date, but it was early Jan - I basically waited for calendar roll over so I could get the blue stickers), still waiting and it's May... check has still not been cashed. Is this normal?? Should I contact the DMV? And who would I even contact? Should I just send in another application? I don't even know what to do now.

Update: Just checked, I printed the decal application form at staples (since I can't print at the office anymore) on Jan 5th. Probably mailed it same day. So Jan 5 to... May 6, check still not cashed, still waiting?

Well, at least i'm not the only one then. I saw people who had mailed early Jan get theirs a while ago already.

I think it simply means in the "upside up" position. If you tried to make both sides symmetrical in shape, the state seal would be "upside down" on one side.

Fedexed my app and check on January 2nd. Though it got lost, but saw this morning that DMV cashed the check on May 6, 2021. They're still processing the early Jan apps.

I mailed my application in on Feb 5, 2021. Got my sticker on May 15, 2021. Check cashed the week before that.

Sent my check/application on 1/17, cashed on 4/16 and received my decals on 4/27. Was really worried waiting for an update because I sent my check using regular snail mail without tracking.

Yes for the front. I bought the PPF pre-cut shape of the decal too so technically, theres 2 layers of PPF and then the HOV sticker.

Seems like the average is 3.5 months right now.

Mailed first week of January, check rejected as more than 90 days old in March, mailed new check, cashed June 3, stickers received June 14.
