Though I do however know from my math background if you have 3 or more groups, you most likely won’t get the majority over 50% so if 44 is the largest number, that’s the majority. But whatever.
Perhaps the confusion is that we have a popular notion that we in America rule by majority, whereas we actually rule by plurality. So some people might (incorrectly) think of the plurality as the "majority." When a contest between two candidates is close, it's common for neither candidate to get a majority. When a third candidate has any significant support, nobody gets a majority. The candidate with the plurality wins.
