California registration and Tesla Financing

Hello Everyone,
I have a few questions regarding vehicle registration and financing, hope someone knowledgeable can clarify.
Disclaimer: I am fairly new to US and recently started working in CA, so not completely acquainted with car buying process.

I order Model S 70 RWD on Aug 22nd, and heard back from Delivery Specialist that the car is already ready for pickup early next week. I didn't expect the turn around to be very quick, and I am currently unprepared with financing and didn't get a chance to convert my NY license (got it when studying) to CA license.
1. Since credit unions (Alliant and DCU) require to open a bank account first and then apply for auto loan, I am skeptical if I can receive the check before delivery early next week. I currently applied for Tesla financing, and haven't heard back yet about the terms (APR, etc.). Will there be any pre-payment penalty in case I prefer to refinance with credit unions later?
2. Can I register the car using my NY license? When I switch to CA license later, do I need to go through any additional paper work - such as re-registration or verification?

I'm not sure about 2, but I can answer part of #1.

You can absolutely receive a check before delivery early next week. Opening a checking account is essentially instantaneous (and I can confirm that's the case with Alliant), and if approved, they'll overnight your check. If you move quickly, you could probably have the check Friday.
