You mean they are getting paid off, wow what a concept.
We've got the same deal on steroids down here in Florida where Republicans on the dole from FPL call themselves free market capitalists and slam solar Advocates as elitist and only interested in promoting social injustice. As it turns out they passed the building prevents you from going off the grid if you have a solar system . And now they're going to tax that system so that they can make at least as much money as before you had the solar. And again you have no option to leave or opt out. It's nothing less than the sickest kind of entitlement. While talking free market they are actually supporting the worst kind of predatory Monopoly!

Incorrect... Florida Governor Ron DeSantis (R) vetoed the bill.

"Electrek’s Take: This is a huge surprise, and I am happy to admit my prediction that DeSantis would sign this was wrong. Solar in Florida is vital, and homeowners need this incentive to continue to adopt it. I don’t care what DeSantis’ motive is, he had the sense to pay attention to the fact that nearly 90% of the state’s population didn’t want net metering discarded, regardless of political affiliation."

Please join us to defend rooftop solar at either of the CPUC demonstrations in both Los Angeles or San Francisco June 2nd.

Attend a Don't Tax the Sun Rally on June 2nd in Los Angeles or San Francisco!

Despite clear public opposition to a Solar Tax and to making solar unaffordable, the CPUC announced on May 9th that they are still considering a Solar Tax of between $300 to $600 per year for the average solar user, while also slashing the credit for the solar energy sent back to the grid.
This is like taxing people who hang-dry their clothing instead of running the dryer.
Earlier this year, your voice helped to defeat the CPUC’s first Solar Tax. We need your voice again, as loud as ever:

Thanks for sharing... let's hope this will make a difference.

What the utilities want in NEM 3 is exactly the opposite of what we should be doing.

We The People of California continue to get screwed by the Utility Companies.

Definitely ....
But there is more to the story.

  • Enron for #1. The 'people' voted in Republican political management that deregulated the utilities and allowed market manipulation and massive losses that the utilities are carrying to this day.
  • Poor fire mitigation management worsened by climate change. The 'people' demanded low, fixed rates for decades and ignored climate change. That kind of stupidity has severe consequences.

Not sure what your point is about Enron, but that was pure fraud by senior management and the so-called independent auditors (Arthur Andersen). Which politicians were in charge did not matter; even the Bernie-Bros would not have been sophisticated enuf -- or have access to internal documents -- to challenge the audit reports.

btw: the same people that continue to support a 'solar war', have been extremely slow to spend the VW money on new charging stations per this WSJ report. (How incompetent are the Sacto pols that they can't even spend free money in a timely way? But hey, we'll vote them all into office again next week.)

No Rally in San Diego? We are too busy soaking up the sun at the beach! I sent my message to Gov. Newsome. Hope he is back from his trip to New Zealand or wherever.

I think you need to be reminded that "the people" don't elect or run the government. Our politicians are "elected" by corporations who pay for their campaigns and the person with the most money wins (most of the time).
Since corporations don't want the government to do anything that doesn't directly benefit them and the corporations want the government to make rules, etc. that allow them to make more money, we end up with things like Enron (regulatory capture) and poor environmental management.
"The people" are irrelevant. It's just a charade.
(Capitalism is just a more moderate form of fascism.)

Here's a picture from the LA rally. There was some really good speakers there including Dave Rosenfeld from The Solar Alliance.

What does this mean?

The “non-bypassable charges” provision would add $0.05/kWh to a customer’s bill, whether or not they have solar panels on their roof. These charges would apply to all end-use electricity, including the electrons generated by the customer’s rooftop solar array and delivered directly to their own homes

I assume this is only for stuff from the grid, not from batteries?

I don't understand this myself but I found this description of how it works in NEM 2 which may help. Not sure about the details (in flux) for NEM 3.
(A worrying part is the "including the electrons generated by the customer’s rooftop solar array and delivered directly to their own homes" part.)

Non-bypassable charges (NBCs) are just components of the total electric rate, which are separated under NEM 2.0. If you look through a utility rate schedule such as PG&E’s TOU-A, you will see the total electric rate broken down into a number of different types of charges, as follows:

Generation$0.18232 / kWh
Distribution$0.10183 / kWh
Transmission$0.02536 / kWh
Public Purpose Programs*$0.01501 / kWh
Nuclear Decommissioning*$0.00149 / kWh
Competition Transition Charges*$0.00130 / kWh
DWR Bond*$0.00549 / kWh
Total Electricity Rate$0.39336 / kWh
Table 1: Partial list of the unbundled rate components that make up the total electric rate. Source: PG&E Electric Schedule E-TOU Option A – Summer Peak Rate, Effective March 1 2017

There are a few more small line items and the table above is for illustrative purposes. The items marked with a (*) are components of NBCs, and total $0.023/kWh for the current utility rate. The other components of the rate are energy charges.

How are NBCs billed?

For an NEM 2.0 customer, energy charges and NBCs are tabulated separately. When they buy from the grid, they are billed at the energy rate plus the NBC rate, but when they export to the grid they are compensated at only the energy rate. For residential NEM 2.0 customers, NBCs are assessed on the hourly net energy consumption.
