    Wow, what a stupid idea.

    There are, what, a couple dozen completed PHEV conversions? Maybe 100. Regulating a handful of vehicles would waste enormous amounts of money and time. All to accomplish nothing!

    I can't even imagine the paperwork would be profitable.

    You know that if it went through a person doing a conversion would have to make a thousand phone cars to even find the right person to do/find the paperwork for them.

    Sounds like Big Oil and the automakers flexing again.
