Can someone explain the "Free Internet"

No roadsters have OEM-provided cellular connections.
Effectively true now, but the 2010 & 2011 2.x Roadsters did come with a "GSM" connection. It appears that it was 2G and that service is pretty much unavailable these days. Not sure if Tesla has kept the accounts active, either.

The connections were used for reporting alerts and other diagnostic information back to Tesla from the fleet. OTA updates were not available, as far as I know.
