Can you order from Tesla Netherlands if you are not Dutch?

Hello everyone, I am getting confusing information from Tesla Netherlands customer service whether I can really order and pickup the car if I am not Dutch. The representative I spoke with told me that:
1) I need to be a Dutch citizen
2) With a registered address in Netherlands, and
3) A Dutch driving license.

Otherwise, they will not be able to give me the car. They said that they have to register the car in the Netherlands. I explained that I would like to either take the car from Tilburg to Prague, Czech Republic (my home country) or have it picked up by a licensed car transporter. And also because of this, that I would like to be issued invoice without VAT since I need to pay it in Czech where the car will be registered.

Can anyone who has successfully exported their car from Netherlands and into their home country give me some tips and advice? If you could also tell me which department in Tesla you worked it with. And if possible, if you can send me privately the name of your delivery specialist who assisted you, that will really be great.

I talked over the phone with Tilburge delivery and the car will be transported via Tesla approved vendor to my country Romania and the invoice will be issued without VAT. Upon delivery I need to send to Tesla proof of VAT paid in Romania and proof of registration.

I have asked if I can pickup the car myself and drive it home but he did not gave a ferm answer yeas or no. Actually they do not know how the cars will be shipped to Europe Other yet, who will pay for it...still working on a solution.

I am wondering if Tesla pays the shipment as they do for the other countries that have Tesla delivery centers?
If we have to pay then expect to add another 1000-2000 EUR to the price :(
 
I believe you misunderstood them — they will not deliver you the car using a Tesla-approved transport vendor. Rather, it will be you who needs to find one yourself that will delivery the car from Tilburg to Romania. These transport companies usually guarantees that the car will be indeed transported outside of the Netherlands.

If you go to Tilburg to pickup and drive the car yourself to Romania, you need to acquire transport plates and travel insurance for the duration of your journey to Romania. You may be asked to give around 10K EUR deposit that will be refunded back to you after you show them proof that you have paid VAT in Romania.

So what means "Tesla opened orders to Europe Other" ? Only the fact that they will issue an invoice without VAT and they do not care about anything else after? No transport, no service, no road assistance, no superchargers ...NOTHING.
And if I want to take delivery in Tilburg i need to pay security deposit of 15k EUR in order to cover the VAT if I don't pay it at home, if such a thing will be possible ?!?!
Why should people from Europe Other pay 1600 EUR more than cars bought on Tesla DE, pay transportation to home country while all the other countries do not pay this, not being able to take a normal delivery of the car in a showroom...not worth it!

If that is the case I am seriously considering to apply for a refund.

The procedure is made quite explicit on their webpage.

You can pay something other than 15k EUR, if you pay however much it is the "Tesla approved common carrier" charges.

Tesla opens orders in other regions in Europe means exactly as it says - you may make an order originating from these new places. As a seller they are bound to some duties such as proper collection of taxes, and now they have the logistics to support it - hence certain requirements listed.

Building an actual servicing, charging, and assistance network takes times and money. Can't be mad that they don't offer it everywhere.

Additional information

  • Your order agreement will be entered into with Tesla Motors Netherlands B.V. Delivery of your vehicle will take place at our Tilburg factory in The Netherlands. We will not arrange any shipping for your vehicle other than recommending, as your delivery date nears, Tesla approved common carriers. You are responsible for coordinating pick up of your vehicle and subsequent transportation from our Tilburg factory to your address.
  • Your purchase shall be subject to the 0% VAT rate in The Netherlands under the condition that you provide us with the following documents after delivery of your vehicle:
    • signed VAT declaration in respect of the vehicle (to be provided by us to you upon delivery); and
    • proof of registration of the vehicle in the destination country; and
    • copy of the signed CMR.
  • Only if you are not shipping your vehicle via a Tesla approved common carrier, you will need to (i) place a EUR 15,000 Security Deposit and, in addition to the documents referred to above, (ii) provide us with the following information before delivery of your vehicle:
    • exact destination address and end-user of the vehicle;
    • estimated time of arrival at the final destination;
    • form of transport (road, ocean or air);
    • data specific to each form of transport.
  • Your vehicle has been homologated and configured to operate within European core markets as designated by us. Some features and functions, including, but not limited to, data connectivity, navigation maps, driver assistance, and vehicle charging may not function properly or at all in countries or regions other than the ones for which your vehicle has been designed and homologated. We do not provide support for modifying vehicles, existing installations, or other property to meet different specifications, other than the installation of a data SIM card for vehicle data connectivity. Such no-Tesla SIM card must be provided by you prior to delivery of your vehicle, and a Non-Tesla SIM Card Waiver must be signed by you.
  • When your vehicle needs to return to a Tesla Service Center for whatever reason, including receiving service, you will be responsible for arranging and paying for transport

This is unfortunately the cost of living in a country that is considered as "non-core market" of Tesla. i.e., you have to want it bad enough to go through all the trouble and afford it. Or pay handsomely to get it delivered to where you live. Or that you believe in what Tesla stands for and that's why you go through all these effort and spend quite a significant amount of money.

I am long term invesor in Tesla stock that is why i believe in them and I want to buy the car. As a shareholder is dissapointing to see the expansion to new markets (and eastern europe is a 100 mil people market at least) is done unprofessionally.
How hard is to set up some clear processes and procedures and have them comunicated to your customer service personel before you announce that you open for a market. It is confusing when you call and the person on the phone cannot answer to your questions.

This is a trust relation that is built in years but can be broken in minutes.
