Can't program remote to car

I'm the new owner of #0681 and am in the process of getting Tesla to service the car -- which I know will take a while if it happens at all...

My question is why can't I get the key remotes to work with the car. Neither one worked when I got the car and I assumed it was due to drained batteries. However, I've replaced the battery in both remotes and neither one works. Is there some "trick" I don't know about? Is there some setting I need to dig into the MFD to find? It sure would be nice to lock the car when I leave it in a parking lot at the gas station. Ha, ha, ha...
 
My remote barely works from a distance, usually I hover my key over the wiper area and that usually does the trick. I have a 1.5 so not sure if the receiver placement changed in later models. There is an old thread on improving range with a small DIY trick.
