Car charges but shows 0 kW

Was the car cold soaked by any chance?
That would be the opposite set of symptoms. He said it's showing 0 power, but the miles are going up, which is probably a display error. You're talking about if the battery is frozen, and it will show power being used to run the battery heating, but the miles would not be increasing because it hasn't started charging yet.

If he's plugged in, battery heater is on, he would not know that. Its not like like summer with cooler fans roaring.

If the battery is really cold, I can see how supercharging would at first not charge the battery at all but instead use the energy to warm the battery. Since a warm battery can release more energy than a cold one, then it is possible to show 0kw charge but increasing range as the battery warms. I would assume charge kw would go up as a temp threshold is reached and the battery can actually charge.
