Picked up Model 3 - 3/13
Mailed application using temporary registration - 3/18
Date fee received per DMV registration card - 3/20
Date issued per DMV reg card - 4/6
Date check cashed per bank - 4/8
Permanent license plates received - 4/18
Decals received with permanent license plate number on DMV reg card - 4/23
 
Just adding my info:
3/29 - Model 3 delivered to my home
4/7 - CA HOV decal application sent
4/23 - Check cashed
4/24 - Certificate of title received (4/16 issued)
Crossing fingers I receive the decals soon, also still waiting for plates even though it shows what the plate number is on the certificate of title. Yes, I want the decal ASAP as my job is considered essential so I still need to drive in to the office every day going through one of the SF Bay Area bridge which is $3 savings per day (it adds up).
 
I have an interesting scenario regarding my CAV stickers. I purchased a used (From Tesla) 2019 model year Model X in early February this year (2020). Vehicle was a California car but did not have stickers on it or in the glovebox.

I got my permanent plates and applied and just received them this week... but I got purple stickers. Then, on the CAV certificate they note the vehicle as a Model 3.

Aren't I supposed to get Orange stickers?

I called the DMV and the nice woman I spoke with had no clue about the stickers and put me on hold for 15 minutes as she talked to a specialist. First she explained that its possible the Model X had stickers on it and they just transferred to me. Then she explained that maybe they made a mistake since my wife has a Model 3 that has purple stickers.. then she said the correct explanation was that since I already have applied for stickers previously (my wife's Model 3), then I am only allowed the same color she has. Which makes no sense. I had an XC90 T8 that had red stickers on it that I sold when I got my Model X.

So what is the rule? Is it model year? Because its a 2019 then I only get purple? Should I be concerned the certificate says Model 3 (VIN is correct)?

It's based on the year that the previous owner that has applied for the HOV sticker, when the car was bought new.

So in your case, the previous owner have probably applied for the sticker between 1/1/19 to 12/31/19, and they got the purple sticker. The lady is correct about the stickers being transferred to you from the previous owner.
 
They're all screwed up. I sent my CAV decal application in on March 7th. I received my registration and plates at the end of March. I received the CAV application back the last week in April saying that they didn't have a record of my registration! I had to send it back. This time I sent a copy of the registration.
 
If the car has ceramic, the decal wont stick. Even if it does, it will come off. Due to the hydrophobic element on the ceramic. What we have done in the past is cut a piece of PPF the same size as the decal. Install the PPF and the decal on top of the PPF. When the time comes for removal, the PPF is a lot easier to remove. It can be removed with hot water or steam gun. You can come to our shop and we will be happy to give you a couple of PPF pieces at no charge.
Just to clarify, is there no good way to apply the decal, on a car that has already been ceramic coated?
I suspect people on amazon complaining that the decal on top of PPF have lost their stickers may have had their cars ceramic coated.
Any recommendations for where to put the stickers if you have ceramic coating already?

As noted previously, put the stickers on a piece of PPF, and then apply the PPF to the car. Works great. And easy to take off/reposition later if you want to.
