Changing PM policy

Is there any way to change the new member PM policy? I have been a member for a while but haven't posted much so I can't PM other members. I think it would be great to have other ways to verify. From what I can tell currently new users must make a number of posts before being able to PM.

We had an issue with folks making new accounts and spamming members, typically to promote their referral codes. Hopefully that's less of an issue now. We'll consider changing the policy.

(1) Is PM working now? If so, how do I PM a member?
(2) Also, I am a member of the BC TMC Forum. I can edit my posts (if done soon after posting) on the main forums such as the Model 3 forum but there is no similar option available to me on the BC TMC Forum to correct my typos or edit. Does this require a BC TMC Forum setting change to enable it?
