That would be right there with the Sterling site under construction. I could not open your attachment to get the address.
I reread your post and would think it is like the South Riding Sheetz. They removed five spots and installed four EVGO? chargers This could be Electrify America sites. I don't think Tesla would do anything less that 8 spots in this area, to many Tesla's in the region.

Food for thought, this location considered. EVGO is adding Tesla cords to there fast chargers. DC Metro is on the list. Evannex just put this out. EVgo equips more of its fast charging stations with Tesla connectors | EVANNEX Aftermarket Tesla Accessories So of these charging sites in Chantilly, South Riding and Fairfax I have never seen a car charging there.
The staff recommendation of approval which is linked to in that reporting, has the site plans attached. They show the relevant parking spaces marked as "Possible Future Universal Charging Stations (5)". Given the explicit description of "Universal Charging", I think it's safe to assume that they won't be superchargers or even Tesla L2 stations. Expect CCS/CHAdeMO or J1772 or some combination of both universal DCFC and L2.
I just read the Canton SC thread and will have to say 5 is possible for Tesla, which I never heard of before. But this site is still close to the Sterling site so time will tell.
