Pretty funny. Thanks for posting! I imagine him just throwing the "hooks" up there. I wonder how much voltage drop he got? It's quite a short cable run but the contact surface seems a bit, well, uncontrolled.
been working in china since 2005, and about 50% from 2007-2009 and have had resident visa and work permit since 2012. I can tell you that this type of live electricity at ground level is everywhere in cities and outskirts/ villages and countryside. Doesn't surprise me at all.
