Charging safely at 9/12 amps?

That's an ~8% voltage drop, which the car is detecting and responding to. I don't know exactly what the threshold is, but after a certain drop the car backs off the current by 25%, which is exactly what's happening to you.
Yeah, if the drop is just due to the circuit being a really long way from the “source” then the Tesla is probably backing off for no reason. It can’t tell the difference between a bad connection heating up and creating a dangerous situation OR just a really long wire where the lost energy is safely dissipated along a long conduit run.

It is certainly not optimal, but it might not be dangerous.

If as you say the building was just built one would assume it is up to code. Also, if the run is in conduit the whole way I would worry very little about it. A much lower chance of a fire even if there is a loose connection.
