That'll be me if i ever need to charge while shopping in Newcastle. The Eldon Garden multi-storey has chargers on each level but they're in the tightest spots, just next to the ramps.

There's a university near me that installed 4 Tesla chargers. Unfortunately, they are also come with parking meters charging $4.25/hr for 9.5kW charging. However, they also installed the ones with the 24 foot cables and there's nothing on their signage saying you can't park in the next (unmetered) spot over. Or.... the one on the other side of that.

And found a 13 AMP socket in hotel car park, presumably for leaf-blower or whatever

Farnborough Gate retail park? bloody expensive. 30p/kWh but you have to open an account with them and the min initial deposit into the account is £5 according to PlugShare

Is it 7kW? so you've got to stay there nearly 3 hours to get your £5 worth

I'm guessing you have to stop a charge using their app or website and the owner wasn't able to and so left the cable.

I think its all done via a website, no app, although may be mistaken.

I did think about calling them up to get the cable released to do the owner a favour...

Not that I'm aware of BUT you can apply a filter to Zap Map to find free charging.
