It depends on the tyre as there are both directional and non-directional asymmetrical tyres as it depends on the tread pattern (there’s even asymmetric with different tyre compounds across the tread but I’ve only seen those in motorsport were they have high loads and weird wheel geometry). Easiest thing is to look at the sidewall of the tyre and if there’s an arrow, that’s the way the tyre should roll when going forwards.
True. But also look for a stamping which says “outside” or similar on the sidewall. In which case the tyres must be mounted on the correct orientation as well as arrow / rotation (if unidirectional)
 
For those readers who have a Model S, I can't speak for the other models, please remember that your tire widths differ front to rear making rotations less helpful as you can't move front to rear. Maybe obvious but I thought it to be worth mentioning.
