Before I click the button to submit, I wanted to triple-check myself. The Clean Air Vehicle Program is separate and unrelated to the Clean Fuel Rebate, right?

So someone could apply for CAV; and have that not affect their eligibility to the CFR through their utility provider? I ask because the CAV website talks about the CVRP rebate, and I'm confused how that relates (or doesn't relate) to CFR.

You are correct. All three programs are completely unrelated and if you're not over the CVRP income limit, you can get all 3. The CAV HOV sticker is only good for 3-4 years, then it expires and the vehicle cannot get another sticker. At least that's the law today.
The utility rebate only requires that you have the utility bill and the plug-in vehicle registered to the same address.
