Climate turns off, unable to preheat

Sometimes, when I try to preheat my model S from the iPhone app it turns off by itself in about a minute (or at least the app refreshes and shows the climate is off). It does not happen always, but today is one of those days and the climate would not stay on after many attempts. I have the latest updates on the car and iPhone, also tried from iPad-same story. Any thoughts?
I have preconditioning set to off.

I have seen this before, but it was resolved with the 2018.4 update.
I found it happens when climate was turned off before I leave the car. If I tried to start the HVAC via app, it looks like it turns on, but then turns off in 10s.
