I use alerts a lot. But I often click on the alert bell again to close the alert popup (like on other sites such as YouTube) but instead of closing the popup, this takes me to an alerts page. I suggest that clicking the alert bell when the alert popup is open should merely close the popup. At the top of the popup menu is the word "Alerts" which is not active. Make this a link to the alerts page. ISTM this is just as easy for people who want to get to the alerts page when the pop up is open and much less frustrating for those who just want to close the popup window.
Also, IMO this is better design. People are very used to clicking a button again to undo what it did, especially with a popup. Having the function of a button change entirely is very surprising.
