Legislation will be introduced this year in CO that is intended to facilitate the rapid development of EV charging stations. Currently, CO law does not differentiate between a public utility selling retail power and a business that wants to install an EV charging station for the benefit of customers. In CO, both are regulated as if they are a public utility, subject to rate regulation and other requirements that are not relevant to EV charging stations. The bill also intends to mandate tiered pricing from all providers so as to encourage off peak charging.
