This is actually what Bob Lutz thinks we should do... just not directly... and not with an EV but convert coal into petroleum like the Germans did in WW2.

This is also when life expectancy for male was 48 and female 51, average American family spent 1/3 of their income on food (lard was popular and expensive at that), manufacturing work week was 55 hrs a week or longer, and half of population was living in the countryside. Also, horse use was at its peak and if you were living in the city dodging a trolley was an acrobatic skill required to avoid getting hurt. Hard to argue with progress.
