Yes, many people have repainted, plastidipped, wrapped or liquid wrapped the covers... fully, partially. Search around and you will likely find the color-code you are after.

I’d suggest perhaps a base layer of peelable primer, (RustOleum makes this as does plastidip if I’m not mistaken) that way you can choose whatever color you want and if the coverage doesn’t work out, just take off the area you don’t like.
I’d like to see how it turns out for you. I want to do a wrap, myself.

The majority of people (both Tesla owners and non owners) say to keep the original color; that coloring the wheels to match the car is tacky. One said it would look like a Hot Wheel toy.

So, I'm not going to do it.

Yes, but the individuals looking at them also aren't paying your car bill. If you like it, do it. I suggest grabbing some of that removable decal vinyl film from a local craft store and sticking it onto the wheel first before you commit to whatever color/method you go with.
