confusing EV picture

    Took this picture at an IKEA store in Costa Mesa, CA. Trying to decipher the meaning. Does it mean:

    EVs can park there AND people with handicapped placards with gas powered cars can park there

    or

    only people with handicapped placards driving an EV can park there

    or

    EVs can park there AND people with handicapped placards driving EVs can park there

    or something else?

    Just for fun, also attached is my car charging next to a car that perhaps doesn't belong in the spot. Taken at a hotel parking lot charging station.

    Based on the similar spot at the place I worked, handicapped can park there charging or not, but EVs can only park there if also handicapped.

    Thanks. So you're basically saying it's a handicapped spot that happens to have a charging outlet, right?

    That's what it looks like to me - I don't see anything about EV parking, just a handicap spot that has a charger sitting inside it.

    It is a handicapped spot whether they have an EV or not. An EV can park there to charge, but only to charge. I see them at the mall too.
