Kudos to the security team at Easton Town Center in Columbus, OH!!! I called them from the parking garage to alert them to this offender and they had him ticketed within five minutes!!! They are also relocating the vehicle at the owners expense. I imagine the offender thought he could avoid being ticketed because of his Ohio COPS license plate.
