Because regen approaches zero as you stop. To get a clean stop it has to use the breaks.

Regen torque or regen power? With what type of motor?

Power for regen and acceleration inherently goes to zero at a stop, because the definition of power requires motion.

Torque is a different matter, and the permanent magnet, phase locked motors are fully capable of delivering regen torque all the way to zero rpm.

The induction motors with their slip speed ratios can’t, which is presumably why older Ss and Xs still don’t have Hold mode as an option- they would have to blend the brakes, and Tesla hasn’t chosen to do that.

When using Hold mode, do the brake lights stay on? Would not want to get rear-ended? Do the brake lights come on during regen in general?

The brake lights come on during regen when the deceleration level is high enough that the law allows them to be on, and stay on while the car is stopped in Hold mode.

Hold is fine for driving but my wife and I both found creep to be more natural and fluid for maneuvering at slow speeds in tight spaces, in and out of garage, etc. It would be nice to have some hybrid mode if possible, like somebody else mentioned.
Now, I brace for the hate as many hold proponents seems almost like religious fanatics.
