While I applaud any efforts to allow more charging stations, this specific measure in Berkeley has several weak points.
1. It is only available to people who have no driveway, but have available street parking directly in front of their property.
2. The property owner has to pay all the costs to extend their own power to the curb. Some cost relief is available for the permitting cost.
3. There is no parking control or restrictions on who can park in front of the curbside EVSE.
Personally, if I spent thousands of dollars installing a charging station, I would want some assurance that I would be able to use it. Without the parking restrictions that are implemented in other programs like the one in Philadelphia, this is nearly pointless.
