Not sure on the EDM spec cars, but USDM have DRLs on by default, on at all times when car is on (unless you explicitly turn off lights in the menu and have the car in Park).
When driving (car is D or R and even in N), even with the menu option toggled to off, the light bars part of the main headlight assemblies as well as the small horizontal bars in the fog assemblies (depending on how a Model 3 is equipped illuminate at all times) illuminate.
Both serve the DRL function.
In USDM models, you also get the little amber side markers in the fog assemblies and red sidemarkers in the tail lights illuminating. For EDM, those side markers are missing.
I also believe that if you leave the lights toggled to AUTO, you should have DRL functionality at all times. Its a common requirement all throughout the EU for at least 10-15 years now.
Funny side note: 25 years ago, when driving imported USDM cars across Central, Eastern and Northern Europe, oncoming traffic would flash at us (to turn off headlights) and acted very confused seeing DRLs. Traffic police would pull one over and ticket. How things have changed.
