Dealer Inventory - Delay for Refurbished Rims

Placed an order a week ago for a dealer inventory P90D. It was located a few states away so was told it would take two weeks for delivery. Received an update yesterday that it will be more like 4 weeks because 2/4 rims needed to be refurbished due to curb rash. Shouldn't they have been replaced and wouldn't that have prevented a delay in the original estimate for delivery? Thoughts?
 
That would be ideal, but to save time they don't look at the cars until they have a buyer (they don't have anybody sitting around whose job it is to inspect cars as they come in; especially given that it might be used as a loaner or test drive vehicle so more damage could be done later). So they don't know about needed corrections until after you agree to buy it.

This method is not ideal for the customer, but as long as Tesla is in rapid growth mode and short on employees, it's reality. The sales/service teams are more reactive than proactive out of necessity.
